Job Announcement - PSC 442-09-005
Governance Technical Advisor for USAID / Cambodia

The U.S. Agency for International Development ( USAID / Cambodia ) is seeking applications from U.S. citizens interested in providing services for a one year period Personal Service Contractor ( PSC ) as Governance Technical Advisor ( GTA ) for the Office of General Development and work under the direct supervision of the Director of the Office. The GTA will be responsible for providing strategic direction, technical expertise to program analysis, planning, budgeting, monitoring, evaluation, documentation and reporting. The Governance Technical Advisor is expected to represent the Mission in substantive and protocol discussions with the Royal Government of Cambodia, multilateral and bilateral organizations, and private local and international implementing partners.

RESPONSIBILITIES

  • Works in close collaboration with the American Governance Technical Advisor who manages the Local Government and Decentralization and Anti-Corruption programs and the Cambodian Project Management Specialists who manages the Political Accountability program
  • Promotes mainstreaming of good governance and anti-corruption principals across the entire USAID portfolio ( e.g. within USAID's economic growth, education, and health programs )
  • Serves as adviser on Governance issues to the OGD Director, Mission Director and Embassy staff
  • Serves as Agreement Officer Technical Representative ( AOTR ) or Alternate AOTR for assigned USAID grants
  • Works collaboratively with USAID / Cambodia Mission colleagues, U.S. Embassy personnel, USAID implementing partners, Cambodian Government Officials, Civil Society actors, and other donor organizations
  • Serves as chief liaison with the Government of Cambodia, Donors, Civil Society, and USAID partners within local government and decentralization sector, anti-corruption sector and other areas as assigned; - Provides other program and technical support for USAID /Cambodia as appropriate

REQUIREMENTS

  • Education: B.A. plus an advanced university degree ( M.A ) in Political Science, Public Administration, Community Development or closely related field ( an additional five years of relevant experience may be substituted for the advanced degree )
  • A minimum of five years of progressively more responsible experience working within the democracy and governance field in a developing country ( preferably with some Southeast Asia experience ). Specific work experience in one or more of the following areas is desirable: local governance, decentralization, public administration reform, anti-corruption reform, and civil society development
  • Knowledge of the concepts, principles, techniques and best practices of democracy and governance programs, e.g. good governance, political party building, anti-corruption reform, civil society capacity building, local government reform and decentralization, etc
  • Fluent English speaking, reading and writing proficiency is required. Candidates must also have demonstrated oral presentation skills. Candidates must be able to demonstrate their experience writing complex documents and project reports and other analytical reports. Finally, he / she must have demonstrated experience with MS Office Suite software ( MS Word and MS Excel ). Knowledge of the Cambodian language ( Khmer ) is desirable.
  • Must be a U.S. Citizen.
This Personal Services Contract is offered for a period of one year, beginning as soon as possible. This is a resident-hire position, without off-shore hire benefits.
